Why do we have a phrase like "not to mention?"

People say things like, "...not to mention there's another report on this that was filed two days ago."

Well, if you want "not to mention" it, then why did you mention it in the first place?

And if you did mentioneded it, well, it makes the "not to mention" superfluously redundant, doesn't it?
